"Smart Growth" is not a universal term

My name is Rich Murdocco. I am writing in response to David Pennetta’s February 14th Opinion piece entitled “Business Needs Nassau to Recover”. Mr. Pennetta wrote an interesting piece on the current state of Nassau County’s competitiveness in attracting business, and has made some valid points on how the tax rates keep businesses out of the region. However, in his discussion of planning issues on Long Island, I feel that Mr. Pennetta has missed the mark.  I have studied the issues of “smart growth” and downtown redevelopment extensively during the course of my studies at both Fordham’s undergraduate urban studies  and SUNY Stony Brook’s masters of public policy programs.
In his piece, Mr. Pennetta wrote:
Long Island needs to accept - and embrace - a more sustainable model for development. Business and housing are interrelated. Around the country, suburban communities have been reinventing themselves by smart-growth planning.
First, it is easy enough for one to advocate for “smart-growth” on Long Island, but first the planning community must get a consensus on what exactly “smart-growth” is. While I was writing a newspaper article this past summer, I cited a 2001 article in the urban planning journal Foresight that Dr. Koppelman found for one of his comprehensive plans which sums up the argument against the move to “smart growth” planning:
What exactly is "smart growth"? In 2001, Anthony Downs explored this question in the planning journal Foresight: "Throughout the United States, the term 'smart growth' is being adopted by groups trying to change what they regard as the undesirable impacts of 'suburban sprawl.' Under the umbrella of this appealing term, groups with very different goals are trying to create the appearance of a united front. But in reality, that umbrella is being pulled apart — to the detriment of public policy and the public itself." There is no consensus for what "smart" growth is, and as a result, Long Islanders are presented unfeasible plans.[1]
Next, Mr. Pennetta wrote:
They are rezoning, investing in mass transit, and encouraging mixed-use, higher-density housing.
Zoning is the most important power that a local municipality has over it’s future, and Mr. Pennetta is correct in saying that rezoning would help further the goals of redeveloping Long Island. The problems lay within the rest of his phrase concerning mixed-use developments and higher density housing. 

Density on Long Island should not be an issue to be determined on a whim, but after strict environmental studies are conducted by planners and scientists. Currently, without proper infrastructure in place, high-density residential development is not right for most areas. Long Island's growth is limited not by physical space, but by the area's environmental carrying capacity. If a municipality increases density in one area, but fails to preserve open space in another, the end result is just higher density sprawl, and nobody on Long Island wants that. The transfer of development rights that is being proposed within the Carmans River watershed is an example of this concept: land was preserved in one area, and the density was increased in a more logical place.

We, as Long Islanders have to remember that our aquifer can only sustain certain amounts of growth, and Nassau County is already at near-maximum capacity. Nassau's downtowns are already at full build out, and most of Suffolk's downtowns are limited by their reliance on septic systems.
Lastly, Mr. Pennetta writes how the end results of this smart growth planning are “revived downtowns”. Downtowns on Long Island will always suffer if shortsighted planning is conducted. As it was once said by John A. Black “elected officials tout strengthened zoning and grandiose master plans with one hand, they grant zoning variances with the other.”[2] The truth is, redeveloping Long Island’s downtowns isn’t as simple as many are lead to believe.
Recently, Newsday reported that the Long Island Index " identified 8,300 acres with development potential in 150 Long Island downtowns", which is a misleading statement, particularly due to the nature of these 8,300 acres. Of these 8,300 acres, 52% (or 4,316 acres) of this land is set aside for parking, which in many downtowns is a premium asset that is irreplaceable. As for the remainder of the 8,300 acres, 22% is open space, which should be acquired and preserved, and lastly, 26% is other "vacant" land. This is the land to both preserve and develop if density is to be increased elsewhere.
 It is one thing to promote both economic development and housing for all age groups regardless of income, but to properly do so we must base our planning and development upon the best available demographic, scientific and environmental data. Trendy buzzwords and ideological planning exercises are not solutions to Nassau’s woes, only part of the problem.

The Carmans River Plan: Thoughtful, Consensus-based planning across Intergovernmental Levels

Development on Long Island is almost always a Herculean task. With various stakeholder groups coming from out of the woodwork to champion or fiercely oppose any project being proposed, the culture of development is usually volatile, difficult and mired in strangling bureaucratic red tape. The projects that have fallen prey to this volatility range from the large scale and controversial (Charles Wang’s Lighthouse Proposal at the Hempstead Hub), to the benign (a bike path across LIPA’s right-of-way from Port Jefferson to Wading River). The end result is that the process of development frustratingly grinds to a halt. All is not lost on Long Island however, as evidenced by the effort to preserve the Carmans River in the Town of Brookhaven. Policymakers from various levels of government, and a diverse group of stakeholders, have united to not only preserve the river, but to conduct their plan of preservation based upon rational, data-backed planning. More efforts at development on Long Island should follow this model.
The Carmans River, which flows in Central Suffolk County through the Town of Brookhaven, is one of Long Island’s largest rivers and, for the most part, the water is pristine. Considering the always-growing developmental pressures in the area, local groups have long identified the Carmans as being a ripe candidate for preservation. With Nassau County being at near build-out due to the carrying capacity of the aquifer, development pressures in the middle and eastern portions of Suffolk County have increased rapidly. These pressures have threatened the watershed of the Carmans, and policymakers took notice. In October 2010, the Town of Brookhaven issued a 90-day moratorium on development along the river that halted most threats to the watershed while a plan was being formulated.
When one takes a step back and thinks about what happened, the moratorium is an impressive feat. The Town of Brookhaven essentially decided to stop and think.  Newsday said “the study group will comprise town and state officials, members of the Long Island Pine Barrens Commission, environmentalists and representatives of a builders’ group.”1 The fact that such a diverse group of stakeholders can come to the table, and work out a plan of action towards a unified goal is urban planning at its finest. Long Island is typically regarded as the land of NIMBY, where developing a unified vision for a particular area is often more difficult than actually procuring the funds to do so.
More local governments should follow the Town of Brookhaven’s example. These days, many urban and community planning services are outsourced to entities that do not have the political teeth to accomplish what a government agency can. Plans crafted by these groups, with often worthwhile and sometimes whimsical ideas, wind up collecting dust on a shelf. The use of this “consensus model” that was employed for the Carmans River effort by the Town of Brookhaven is reminiscent of the 1993 Long Island Pine Barrens Protection Act — a groundbreaking environmental achievement that preserved massive quantities of open space, and paved the way for the transfer of development rights program.
 The Carmans River Protection Plan, still a work in progress, and the 1993 Long Island Pine Barrens Act, show what fruits that the planning process, when executed correctly by government, can yield. The planning process is a powerful tool to evoke change when used correctly, but what is needed is a mixture of patience and the ability to drown out the noise in order to focus on the project’s goals. The consensus model of development used by the Carmans River Study Group should set precedents for future land use, development and environmental policy decisions. Only when all the stakeholders are brought to the table, and an open dialogue is nurtured, can Long Island move forward into the next phase of its developmental future.
